🔻 Guiding Principles & Culture:

- Full transformation, not incremental reform – a “war of attrition” on bureaucracy.
🔻 Requirements Overhaul:
- CANCEL JCIDS (300+ day paper chase).
- JROC stops rubber-stamping; now ranks joint problems only.
- NEW BODIES:
- RRAB: Ties funding to top warfighting gaps.
- MEIA: Early industry/gov/lab prototyping to kill “valley of death.”
- JAR: Slush fund to rush promising tech straight to troops.
- Services must gut their own requirements processes within months.
🔻 Acquisitions Revolution:
- Defense Acquisition System → WARFIGHTING ACQUISITIONS SYSTEM.
- Goal: 3-8 year timelines → <1 year.
- PEOs → PAEs (Portfolio Acquisition Executives) – single neck to choke, full trade-off authority.
- Contracting officers embedded in programs, judged on mission speed.
- Schedule-driven, fixed delivery cycles; only unit cost & mission effectiveness are sacred.
- “Commercial first” default; guidance in 90 days.
- NEW Wartime Production Unit (WPU) + “deal team” to lock multi-year vendor contracts, surge capacity.
- BOND program: Recruit private-sector operators to run production lines.
- Defense Acquisition University → Warfighting Acquisition University (project-based, industry exchanges).
🔻 Foreign Military Sales
- DSCA & DTSA move under Acquisition – full lifecycle control.
- Exportability baked in from day-1 R&D.
- Multi-year procurements, stable demand signals to pull private capital.
- Year-over-year growth in ally sales = more U.S. jobs, lower unit costs, stronger industrial base.
🔻 Industry Mandates:
- Bigger, longer contracts for proven systems.
- Buy 85% solutions fast, iterate later.
- Companies MUST invest CAPEX in capacity/workforce or lose contracts.
- DPA powers on standby for foot-draggers.
- Two qualified sources minimum; modular open systems (MOSA) mandatory.
- Primes that can’t surge get faded out; new entrants welcome.
Hegseth closed with a challenge: “We will reward speed, volume, and courage – and we will punish delay, bloat, and cowardice.”
