Yemen’s Southern Transitional Council announced a 30-article constitution establishing a proposed “State of South Arabia” and said it plans to hold a referendum on independence after a two-year transitional period, though it was unclear whether the move would have any practical effect or was largely symbolic.
British and French aircraft carried out a joint strike on an underground extremist facility near Palmyra in central Syria, with the UK Ministry of Defence saying initial indications suggested the site was successfully engaged and the surrounding area contained no civilians.
