• this stems from a property transfer in Penobscot County, Maine, reported in 2024:
• Property Transfer Details: Paul H. Mills, an attorney and the eldest brother of Governor Janet Mills, facilitated the transfer of a property at 51 Cider Hill in Corinna, Maine, to a Chinese national living in Guangdong Province, China.
• The original owner, Xiling Ou, a 44-year-old resident of Malden, Massachusetts, gifted the nine-acre property, which included a dilapidated house and a three-bay garage, to her mother in Foshan City, China, in February 2024.
• This transfer occurred 13 days after a RAID by the Penobscot Sheriff’s Department and Homeland Security agents on an illegal marijuana grow operation five miles away.
